If you look on the Photo freeware site there's an app called Framing Station (you might have to search the site, not sure its on the front page). You do then have to buy packs of frames from their website but most are very cheap (cos they're priced in $  ;D) although very US in style. As I said, not free but cheap so if you don't find anything else may be worth a look.
