What is this bird?

Any idea what this is?  I'm guessing that it is some type of parrot, it has started turning up in the garden in the last couple of weeks.  I think it may be an escapee but it is very skittish, any movement and it has gone.

How big do Budgies get as this bird is about the same size as a Blackbird, but it does look like one.

The parakeet population in the south of England is rapidly expanding: they are the avian equivalent of rhododendrons - spreading like mad. So my guess is parakeet too.

The parakeets Howard refers to are Ring Necked Parakeets, green all over with a red collar and about the size of a small pigeon, nothing like the creature here. We get inundated with the screeching b***ards when the apples are just about getting ripe. They also move about in small flocks.
