Blimey, someone from ZZ Tops, an Arctic Explorer, Santa or Satan, it's amazing what can be attributed to a picture when really all it is is a bloke with a flag and a bit of photo doodling on his clothes. No IR input Andrew, just fiddling with a few sliders to see what transpires and arriving at an image that I like. My take on it was he looked like an old style prophet come to spread hell fire and damnation to all unbelievers.  ;)

P.S. He's a protester at the G40 demos.
