Since June 2023 you can apply monetize your YouTube Shorts once you have met the following requirements.
- 500 subscribers
- Three public uploads in the last 90 days
- 3,000 public watch hours in the previous 12 months
Alternatively, you can qualify by having 3 million public YouTube Shorts views over the last 90 days instead of the 3,000 public watch hours
