It's shocking to say the least, and as to the comments about the bystanders, what could they do but talk to him.
I remember a chap run over, when I was a lad, and one leg was only connected by skin. As shock had set in all he wanted to do was get up and go home. Some chaps had to sit on him until the ambulance arrived. :o

It looks as though he's looking to them for help, it would have been a compasionate move for someone to get down close to him and give what comfort they could.
