Let members decide if they have an image they really want to enter?

On the other hand, the randomness of it all does prevent people from entering and then getting ticked off because they didn't win.

The system for choosing image of the week we have in place at the moment is, We the Admin / mods chose the very first one, and thereafter the next one is chosen by the current IOTW winner.

For example, Dave has the spotlight this week, and it's now down to him to choose the next one, (should be tonight actually), but as Mat went AWOL  , and I had to choose this weeks myself, as it was a day late  tomorrow will do Dave.

Still not received the IOTW nomination.  Somehow I don't think this system is working. 

Thoughts and ideas on a postcard please.   

Lack of returning members seems to be the biggest problem, (or should I say, just lack of members?)
